Xcel Energy’s Minnesota Time of Day rate defines “peak” as anything between 9am and 9pm, a 12-hour block that covers essentially every waking hour of a typical day. The reward for staying outside it: a rate under 10¢/kWh, a fraction of the daytime price.

The window itself never moves, 9am to 9pm, year-round. Only the peak rate changes with the season, jumping about 4.5¢ higher in summer while the cheap overnight rate stays exactly the same all year. That’s simpler to remember than most utilities on this list: one window, two seasonal peak prices, and a stable off-peak floor.
This same 12-hour window and pricing applies whether your account is billed under the standard “Standard” designation or the “Electric Space Heating” designation Xcel uses for homes with qualifying electric heat, the rates are identical, only the account classification differs.
What Shifting Is Worth, in Dollars
Take a summer evening: dishwasher and laundry, about 4 kWh, run before 9pm.
At peak: 4 kWh × $0.305 = $1.22 Same load shifted to after 9pm: 4 kWh × $0.096 = $0.38
That’s $0.84 saved per shifted routine, a 69% cut, one of the larger percentage swings on this list. Over 180 days a year, consistently pushing one daily routine past 9pm (or before 9am) is worth roughly $151/year, real money for a household that can genuinely concentrate usage into the 12 overnight hours.
A 12-Hour Peak Window Changes the Strategy
Because “off-peak” here means specifically 9pm to 9am, the habits that work on utilities with a narrow evening peak, “just wait until after dinner”, don’t fully apply. Getting real value out of this rate means treating essentially the entire daytime as expensive: EV charging scheduled to finish by 9am or start after 9pm, laundry run before breakfast or after the kids are in bed, and pool or well pump timers set to run overnight rather than during the day.
Should You Switch to Time of Day?
The rate gap here is large enough (over 3x in summer) that this plan rewards households with real flexibility to concentrate usage overnight, EV owners especially. It’s a harder fit for anyone home and active through a normal daytime schedule, since 9am to 9pm covers nearly all typical household activity, leaving little room to dodge the peak rate without deliberately restructuring the day.
