Both things can be true. Plug-in solar under HB 1532 was never designed around export credits. Here is how to model Maryland payback honestly in 2026.

- No utility pre-approval for systems up to 1,200W
- No landlord ban on qualifying systems
- 391W and under: UL certification not required by statute (still use a listed inverter anyway)
- No net metering for plug-in systems: surplus export is not compensated
That last point is the whole payback model. You size for self-consumption, not maximum production.
What the RELIEF Act changes for rooftop (and why Reddit is angry)
The Utility RELIEF Act is a broad consumer package. Separate provisions reduce export compensation for traditional net-metered rooftop systems over time, pushing new rooftop installs toward battery-backed self-consumption.
Plug-in solar under HB 1532 never had full NEM. Reddit commenters conflating “Maryland killed solar economics” with “balcony solar is useless” are comparing rooftop NEM cuts to a product category that already assumed zero export value.
Your job as a buyer: ignore export. Model only kWh you use while the sun is hitting the panels (or stored in a battery).
Realistic payback math
Maryland default bundled rates (BGE/Pepco/Delmarva) average ~16.8¢/kWh supply + delivery. Competitive retail contracts in the Baltimore-Washington corridor often run 20–22¢/kWh.

Compare to rooftop NEM 3.0-style economics at 15 years without storage: plug-in solar in Maryland is faster payback than new rooftop for renters who cannot install NEM-eligible systems anyway.
Maryland’s deregulated market wrinkle
~370,000 Maryland households buy supply from competitive retail providers. Your supply rate may differ from the utility default. Plug-in solar displaces the full delivered kWh at whatever rate you actually pay.
Check your bill for the supply line, not just the headline “price to compare.” A variable contract spiking to 24¢ in summer makes balcony solar more attractive than the statewide average suggests.
Should you add a battery?
Maryland’s no-export rule makes batteries more valuable than in states where surplus kWh earn credit.
