Minnesota is one of the most active plug-in solar battlegrounds in 2026. Senate File 3873 would legalize outlet-connected solar up to 1,200W. As of late June, it sits inside the Senate energy omnibus bill SF 4504, headed for a floor vote.

The bill follows the Utah/Maine template:
- 1,200W AC cap on plug-in solar devices
- Standard 120V outlet connection with a UL-listed microinverter
- No utility pre-approval for qualifying systems (notification only)
- Landlord cannot ban qualifying systems in rental housing
- Reasonable placement restrictions allowed (balcony vs building face)
Senator Rob Kupec is the chief author. Advocacy groups (MN350 and others) are pushing constituents to contact senators before the omnibus floor vote.
Where the bill is in the process
Timeline from public reporting and advocacy updates (June 2026):
- SF 3873 introduced as standalone plug-in solar bill
- Incorporated into SF 4504 (Senate Energy Omnibus)
- Passed Senate Energy Committee
- Pending full Senate floor vote, then House concurrence and governor signature
If it follows other states, effective date would be 60–90 days after signing unless the bill specifies immediate effect. Watch for that language in the final enrolled text.
Economics if it passes
Minnesota’s average residential rate is roughly 15–16¢/kWh (Xcel Energy territory, EIA 2026). Twin Cities get about 4.5 peak sun hours per day.
800W south-facing system, 15% real-world loss, 70% self-consumption:
- Production: 800 × 4.5 × 0.85 = 3.06 kWh/day
- Self-used: 2.14 kWh/day × $0.155 = $0.33/day → ~$121/year
Kit cost $750–$900. Payback: 6–7 years at average rates. Shorter if you are on Xcel’s time-of-use pilot with higher peak pricing.
Minnesota winters cut summer-weighted production but bifacial panels and steep tilt help snow shed. Do not size expecting July output in January.
What to do now
Before the law passes:

- Identify a south-facing balcony or ground-level outlet on a GFCI circuit.
- If you rent, draft a landlord notification letter (you will need it even after passage).
