Short answer: not yet, but it’s close. As of mid-June 2026, California has not legalized plug-in solar, but the bill that would, SB 868, has passed the state Senate and is moving through the Assembly. Seven other states have already signed plug-in solar into law. California is the one the whole industry is watching, because it has the most renters and the second-highest electricity rates in the country.
Here’s exactly where things stand and what it means if you want to hang a panel on your balcony today.
What SB 868 would do
SB 868, the “Plug and Play Solar Act,” creates rules for what it calls portable solar generation devices: panels that connect to a home through a standard 120V outlet using a small inverter, with no roof work and no electrician.
The core provisions:
- Systems up to roughly 1,200W of output would be allowed to plug into a standard outlet.
- They’d be exempt from the utility interconnection application and fee that normally apply to rooftop solar.
- Utilities and HOAs would be barred from blocking qualifying systems.
If the governor signs it, the rules would take effect January 1, 2027.
Where the bill is right now
This is the part that changes month to month, so here’s the dated snapshot. The California Senate passed SB 868 on a 35 to 1 vote in May 2026. In June it cleared the Assembly Committee on Utilities and Energy on a unanimous 18 to 0 vote. It now sits in Assembly Appropriations, and the Assembly has until August 31, 2026 to pass it this session.
So it is not law today. It has strong bipartisan momentum, but until it clears the Assembly and gets a signature, plug-in solar in California lives in a gray area rather than an explicitly legal one.
The bigger picture: seven states already did this
California would not be breaking new ground. The first plug-in solar law was Utah’s HB 340 in 2025, and it became the template everyone else copied. As of June 2026, seven states have enacted laws: Utah, Maine, Virginia, Colorado, Maryland, Connecticut, and New Hampshire. New York and Vermont have passed bills awaiting a governor’s signature.
Every one of those laws settled on the same basic shape: a wattage cap around 1,200W (Colorado went to 1,920W), no interconnection fee, and a requirement that the equipment meet a recognized safety standard. What this means if you’re a California renter today
People install small plug-in systems in California now, before any law passes. The absence of a specific law does not make a small system automatically illegal, but it does mean two things apply with no special exemption: your utility’s standard interconnection rules, and the electrical code.
If you’re going to use a kit before SB 868 passes, the safety rules matter more than ever, because you don’t have a law spelling out a safe harbor:
- Use a kit with a UL 1741 or UL 3700 certified microinverter. That’s the anti-islanding standard that stops the panel from backfeeding the grid during an outage.
- Plug into a GFCI-protected outlet on a dedicated circuit, not a shared one, and don’t exceed the circuit’s rating.
- Check your lease and HOA rules. Until SB 868 passes, neither is barred from saying no.
Does it even pencil out in California?
This is the part the legislation doesn’t answer. California has the rates that make plug-in solar worth it, but whether a specific kit pays back depends on your sun exposure, which direction your balcony faces, and how much of the power you actually use yourself versus send back. At California’s average rate north of 30 cents per kWh, an 800W kit can save a few hundred dollars a year, but the range is wide.
