UL 3700 Plug-In Solar Explained

UL 3700 is the first US safety standard built for outlet-plugged solar. Here's what it requires, what's certified today, and what to buy instead.

UL 3700 is the safety standard US regulators waited a decade for. Published January 8, 2026, it defines how plug-in photovoltaic systems must behave when a consumer plugs them into a wall outlet. Before this, every balcony solar kit was certified piecemeal under rules written for rooftop arrays.

What UL 3700 is

Full title: “Outline of Investigation for Interactive Plug-In Photovoltaic Equipment and Systems.” Issued by UL Solutions (formerly Underwriters Laboratories).

It covers complete plug-in solar systems: panels, microinverter, cord, plug, and integration behavior. Not just the inverter in isolation.

UL 3700 builds on UL 1741 SB, which certifies grid-interactive inverters for anti-islanding, voltage ride-through, and frequency response. UL 3700 adds plug-in-specific requirements the older standard never addressed.

What the standard requires

These directly address the three risks regulators cite in every plug-in solar hearing: backfeeding, shock from live plugs, and islanding during outages.

UL 3700 vs UL 1741 SB: what to buy today

As of mid-2026, no consumer kits have completed full UL 3700 system certification. The standard was finalized in December 2025. Manufacturer testing pipelines need 6–18 months.

Enacted state laws (Utah HB 340, Virginia HB 395, etc.) require UL or equivalent certification on the microinverter at minimum. Several reference UL 3700 explicitly as it becomes available.

How this connects to state legislation

More than 30 state bills share a common framework: define plug-in solar as ≤1,200W, exempt from utility interconnection, require UL 3700 or equivalent. Once certified products ship, states referencing UL 3700 will have a complete legal + safety stack.

Until then, the practical standard is UL 1741 SB microinverter + GFCI outlet + single kit per circuit. Backfeeding rules still apply outside enabling states.

Red flags when shopping

  • Product page says “UL certified” but lists only the panels (UL 1703), not the inverter
  • Amazon listing shows CE mark and Schuko plug with no US inverter listing
  • “Works like Germany’s Balkonkraftwerk” with no US electrical certification
  • Multiple kits on one branch circuit (prohibited in Colorado’s bill and bad practice everywhere)

Insurance and code compliance

Homeowners insurance may exclude damage from non-code-compliant electrical modifications. A UL 1741 SB inverter on a GFCI circuit in an enabling state is defensible. An uncertified AliExpress inverter is not.

Read plug-in solar and insurance before installing. If you rent, liability for electrical damage may fall on you under lease terms.

What changes in late 2026 and 2027

Expect first UL 3700 system listings from major manufacturers (EcoFlow, CraftStrom, Enphase if they enter US balcony market). State laws will not need amendment; they already reference the standard by name.

When UL 3700 kits arrive, prior UL 1741-only systems remain legal in enacted states that require “UL or equivalent.” You do not need to replace existing hardware.

Checklist before you plug in

  1. Microinverter has UL 1741 SB listing (check manufacturer’s certificate number)
  2. Outlet is GFCI-protected
  3. Only one plug-in system per branch circuit
  4. State law checked at plug-in solar tracker
  5. Landlord notified if renting
  6. Homeowners policy reviewed
